There was an urgent need to resolve responsibilities in the area of the EE/HE attachment. The urgency comes from the need to get designs complete before the EE EDR and from the expected completion of the HE brass assembly in November 2002. Having agreed responsibilities the areas to resolve were the fixing method, the shim, the installation technique, and the time/method for drilling any required matching holes in EE and HE.
